There were debt for equity swaps as part of the BK, that's where the UAW and the Canadian government came in. The TARP funds were a separate infusion of cash, as I understand it, for operational expenses. Therefore, unless Chrysler itself set out to buy back shares, the UAW and Government(s) would still be equity holders. If I were them, I'd buy out at least Union shares as rapidly as possible. This is my understanding. It may not be correct.
