The E303 is smog legal, it's just that they keep lowering the maximum allowable limits so even though it has a CARB EO number it no longer passes the tail pipe. You need to run a cam that has less duration (215-218 maximum at .050) and a 114 LSA. I bought a Comp XE264HR-14 for the Cobra to replace the regrind that I have in it right now. With my 1.7 rockers it has a .544/.544 lift, 212/218 @ .050 on a 114 LSA.

$1200 to pull your motor and trans, ya sounds about right. If someone offered to do it for $500 Id be suspicious. Id want to watch them and make sure they do it, thats a steal.
