I do think there should still be a smog sniffer test only, but the visual part is not needed. Who cares if you have 1000hp as long as you can still pass the sniffer test.

I think this would either reduce the cost of intake/exhaust etc. and or increase performance it costs a lot of money for company's to get that little sticker.
