Default What the #@*& is this?

I know you guys can shed some light on this for me what the is this? I saw it driving north on the five about a month ago and took some crappy pictures with my cell phone. Sean lets see if you can answer first?

It reminds me of (and may be) a kit car from Eastern Europe (Czech Republic as I recall).

Definitely a kit car. No way would someone produce a car with LED tail lights (new) and those smaller rims (old style).
