Hells ya! But I'm afraid my roots are a little too deep at present. I'm thinking Texas outside of Austin, or maybe New Mexico outside of Albuquerque. Ideologically, Keene New Hampshire is where I probably should be.

It is an amount which is added to all fines and for bail for infractions and low grade misdemeanor offenses. It is charged pursuant to Government Code Section 76000 and Penal Code Section 1464 of the State of California. According to the law, the amount of the Penalty Assessment is $17.00 for every $10.00 or portion thereof of the fine or bail.

Example:
If one is fined $25.00, the Penalty Assessment charge will be $51.00 (3 X $17.00), plus the original fine of $25.00, plus any other assessment.
For every $17.00 of assessment collected, the money is allocated as follows:
$10.00 State Penalty Fund (1464 PC)
$7.00 County Penalty Fund (76000 GC)
The Penalty Assessment amount is subject to change by the legislature.

OMG, I was just doin the same thing. I was looking over my case info, and it reads that my exhaust is dismissed under proof of correction, but the smog inspection says plead GUILTY! I don't think he counted that it was corrected!!! I think that basicaly he assumed I was just saying yah it doesn't pass so i'm going to pay the fine.

What website did you find that on? i've found stuff for SACRAMENTO county but not orange county...

I think I can still knock the fee down talking to the right judge! ( the guy that i saw last was a stand in commissioner)

Certainly they have some great history, but it's pretty Commie up there for my taste. It's also an economic wasteland (kind of as a result of aforementioned policies).

Not sure I typed in " penalty assessment " and did a yahoo search. Looked at a bunch of them. I remember at traffic school they talked about this, and it came to mind today.

That is pretty much correct. The last time I got a ticket (96) I was really pissed to find out the penalty assessment put me over $900.00 on top of everything else.

Ohhh yeah, I should have remembered this. The word assessment threw me, I was still thinking civil assessment.

I recently got a ticket for $150 minimum - $250 maximum. They only charged me $150 but after the BS fees it went up to well over $600.

Funny thing about this is... um it's illegal. But who is going to sue the state? The state?

Brave souls like you who believe in justice.

Anyway, the government often just runs roughshod over everyone. They really are like the mob sometimes, no joke.
