I dont think i've ever been to a smog tech that has ever cared about whats under my hood as long as it pass the sniff test

I have had techs who would not test me because of the headers on my SHO. None has ever said anything about my custom y-pipe with the magnaflow cats.

The new spec took effect Jan 2009. If they where installed before the rule change..grandfathered in. The cats will have a date stamp they are supposed to check.

I used to get a cat, pre obd2, installed , for 120 bucks. They are outlawed now. My cost installed on my daughters 87 Volvo was 300+ bucks

Magnaflow does make OBD2 certified, carb compliant cats. They do come with a form ( carbon copies, in triplicate, no less ) That the installation tech has to fill out for you, basically saying that the car is A. old enough or B. has enough miles on it to make getting a new cat beneficial, and then you have to keep a copy of said form, as does the shop, for perusal by agents of the nanny state.

They are actually fairly affordable though, surprisingly. I can get pretty good prices on them generally through a supplier we use at work, so let me know and ill see what i can do. (Just need a general application, pref. make model, but can also use dimensions )

Basically the car Im looking at has an offroad 3" downpipe. I was hoping to weld in a 3" cat and make it legal, rather than having to swap the 2.5" stock pipe in.

I wonder if I could cut the mouth of the stock cat open a bit for the 3" pipe. Dumb idea? Think they'd pass it?

all depends on the tech. they could definitely fail you if they see a non-stock cat in there, if you dont have the requisite paperwork.
