It would be helpful to know what color his car is as IMO that has a strong influence on what color the lights should be.

I tinted my headlights on my Eclipse a couple years ago and it looked awsome but really killed the actual usage of the headlights. That and I got a fix it ticket for it too. Ended up having to buy new headlights to get it signed off. Because of that, and the fact that you cant see other peoples lights that well tinted, I voted for being gay. If its just a show car and a show car only, knock yourself out.
