The WOT box does have a 2 step feature, but it isn't exactly a rev limiter (other than the 2 step feature). It is primarily used for no-lift shifting. It cuts your car's ignition for a very short time during no-lift shifting, allowing the synchros in your transmission to mesh more easily.

I don't lift when I'm racing, never have. But I don't understand your question. The WOT just makes it easier for the average enthusiast to no-lift shift.

With my LS at least there's no way I can't lift. If I shift anywhere near red line and don't lift it'll ping off the rev limiter in miliseconds. I have an aluminum FW, which might be part of the reason why. I have to back off some.
