Default Looky what I found.

I found this in the car at the dealer, then I hid it by the spare tire so the dealer wouldn't try to keep it for whatever reason. Forgot about it till today. So how does this thing work? Is it pretty self explanitory once I hook it up?

And will this thing read codes from other cars with the same hookup? Like from the SRT4 if it shows a check engine light?

Is it an ODBII compliant reader? If so, it should be able to read and reset codes from any ODBII compliant car (90s on I think).

that is a hypertech power programmer for installing performance upgrade. It will read trouble codes, allow you to adjust shift points on auto. trans. set power performance for milege, performance or towing. You can also pull the program and set it back to stock. It should be able to pull generic dtc's out of any obd 2 vehicle.

Aren't those programmers VIN specific?
Or will the reading capability be fine and it just cant tune anything besides what it was made for?

Those programmers are engine and year/ make/model specific. They are not VIN specific. They are pretty much plug and play.
