Doesn't surprise me. Not everywhere is like CA where car is generally a necessity. But even here, there is HUGE difference between my generation (X) and my younger sister's (millenials). Several of her friends didn't get their DL until after HS. I think several of those still don't have their own car. Try to take their phone and it would be game on.
