Youve changed the spark plugs, oil and air/ fuel filters right? Don't leave anything on the table.

Yeah, spark plugs during the summer and oil/air last weekend.

Air filter last week and the fuel filter is part of the pump which is in the tank... very convenient.

If theyre doing the smog check like in 4th gear that would be killing you too cuz the engine is chugging at that low speed. Try to do it in 1st. It will drop NOx by a lot.
