Brakes have always been stiff in my C3, but they feel really stiff right now... Like manual brake stiff. Not sure if they've always been like that.
No visible vacuum leaks. But then again, my motor makes about as much vacuum as a diesel. Haha.
So I did the pump up the brake pedal test, and turned the motor on while pressing on it. It moves down incrementally. Like, 1/2 an inch.
So... is it working? Working poorly?

You would have to get a vacuum gauge and test the entire system.

Just basically see if it holds vacuum? No other way it could fail?

See if it holds vacuum and see what the booster uses. If your car makes as little vacuum s you say, might be time for a vacuum pump.
I know on my car it will hold vacuum for weeks.

Do you plug one side and pull vacuum on the other? Does it matter which side?

Nope, just pull a line off the vaccum tree, and pump away, actual specifics will be up to the tester you have.

The check valve might be plugged up?

No check valve that I'm aware of, unless it's in the booster itself?
