Mostly just out of curiosity, but is doing a CNG conversion from a DIY kit legal in CA, or does it have to be done by a licensed/certified (a.k.a., racket) shop?

The kit MUST be CARB legal. And I think all the CARB legal kits are for only a few cars/trucks

It would be another dance with the state referee. CARB #s legal kits..

The kit doesnt have to be carb legal. Just the tag...

Referees are WAY more intense than smog guys. I was sent back on my first go around:
- because my MIL wasn't properly labeled
- forget what it's called, oil breather(?) was too NEW and had to much the year of the declared swap
- had to change the charcoal canister to the year of the declared swap
He took about 90 minutes and was looking through drawings, it's not so easy.
I think they might be worse now than when I did it.

Like I said, you were working with factory parts. With a kit there's some leeway.
