U-Haul is an independently owned franchise which is pretty easy to start up so it depends which U-Haul dealer you go to whether or not you get an idiot or not.
I'm sure there are at least one or two in southern California so perhaps you might be a bit more specific.
If you're looking for a proper, stout install why not go with a trailer guy? Plenty of trailer dealers in SoCal as well. We use Wallstrong in Harbor Gateway or Schlegelmilch in Whittier for repairs. If the trailer dealer wont do it, I'm sure they can recommend.

U-Haul has never done us wrong, over 20 trucks throughout the years. I can guarantee a trailer guy is gonna charge alot more.

If you want a class 3 hitch, Summit Racing lists two for the Rav4. One is $130 and the other is $170. They also carry two class 2 hitches but I assume you want a class 3. at least that will give you something to compare with when getting quotes. I don't remember where I bought the I have on the Explorer but I just installed it myself.
