This is my 89 Trans Am bone stock. 5.7 TPI 93K
The guy that just tested my GTA said they lowered the pass numbers 30% Dec 1, 2011. Looks like he was right. I'm sure it's across the board.
Here are the pass numbers from Jan 2010
AT 15 mph AT 25 mph
HC CO NO HC CO NO
108 0.71 767 83 0.58 706
Here are the new numbers
76 0.50 537 58 0.40 494
I failed both HCs and the 15mph NO. I would have passed with flying colors at the old numbers.
This arbitary lowering of the allowed emissions is total BS.
Time to remove CARB and AQMD from the gene pool.

They want ALL cars to pass as new....and are making the standard force the issue.
The smog laws require techs to repair vehicles to "as new" standard...not just clean enough to pass. It has not been enforced, but that is changing.

I've heard that guaranteed to pass stuff works, buy it at autozone and just put it in your tank.

According to a smog tech in our 3rd gen club put the guaranteed to pass in the tank and drive it for a couple of hundred hwy speed miles to clean everything out. Then have at least 1/2 tank of gas so the evap test works.
Put the GtoP in, went to Victorville and back at 70-80 - Didn't work.

i am having major issues getting my 2000 honda s2000 to pass smog as well. I have 130,000 miles on it and cant get it to pass. I am looking for a smog guy that takes cash and just passes the damn thing at this point. Good luck with your car, I look forward to seeing how you get passed. I need a miracle

This is concerning considering i'm building the 88 the way I am with the sole purpose of passing smog, they cant expect old cars to pass the way new cars can. This is bullshit, almost ready to move to vegas...

I know they had lowered them when I had to smog the Cobra and I just passed. However, I discovered that I had a bad plug wire that was causing a misfire which explains why. I have to get my 1999 Suburban smogged and it had almost 180,000 miles on it. I'll let you know how it does.

I don't know enough about vehicle computers but I am wondering if they can be temporally reprogramed so the vehilce will pass.
Maybe if being a govt employee of CA BAR or CARB had the same life expectancy as a anti-drug Mayor in Mexico things would change.
It ticks me off that a govt agency can arbitrarily pick numbers and pass rules that affect thousands of people. Like in 1776, back enough people into a corner and the fight for justice begins. I'm ready just need a starting time.

You can. I have one of my cars timing set at 10 degrees no advance so I can pass NOX. My HC rises slightly, but remains below the limit.

I heard of an article by endumds recently where they tested a leaf blower, a Raptor and a Fiat 500. If the 3, the Raptor was the cleanest. In fact, they said that it would emit as much pollution as 30 minutes of leaf blower use as 3,900 miles of driving. The funniest part about the article was that the Raptor had lower HC present in it's exhaust than was present in the ambient air. If the timing is computer controled and "not adjustable" it does not get checked.
Just the poor bastards still running dizzys. On fox body Stangs......

For the last few years all engine powered garden equip in CA is special, lawnmowers and the like cost ~$20 more than in the other 49 states
Water heaters in the LA basin are now "ultra low NOX" (yea ultra low nox natural gas LOL) and cost $90 more than if bought in Victorville.

Do they just check base timing at idle?
Also, do they look for a check engine light? I never hooked mine up on the 86 when I did the maf conversion.

I wrote my State reps and one actually contacted the BAR and this is the BAR reply.
(I have not found a source for what the factory emission numbers were) anyone have a contact?
I order to give you a better answer to your questions, we sent your email to the California Bureau of Automotive Repair and asked them for a response. Here is what we got back from them:
“The Bureau of Automotive Repair is required by California law to continually evaluate the emissions of vehicles in California and we may adjust the pass fail requirements up or down by no more than 30%. The most recent revisions to the pass fail criteria were implemented in April 2011 and BAR has not changed the pass fail points since that time. BAR is prohibited by law from lowering the pass fail cut points lower than vehicles were originally required to meet. BAR uses analysis of the emissions of all vehicles in California in adjusting the pass fail cut points and allows for increases in emissions due to age, mileage, component wear etc. “

What really ticks me off is our own govt is forcing us to by junk from China.
How, the EPA is forcing industry out of the USA and the govt makes it easy and cheap for them to import these products and the CEOs laugh all the way to the bank.
The EPA, CARB and the rest are actually making global pollution worse. When companies were here they refused to implement sensible pollution laws, so this along with labor, tax and product liability laws industry moved outside their jurisdiction to Countries with little or no pollution laws. Now they pollute more than they did here.
Mexico's ground water pollution flows into the USA, Salton Sea for one. Air pollution follows the winds from China to the western US. China is currently opening a new coal fired power plant EVERY MONTH for a ~5 year period and we are breathing China's air pollution this very day.
When the EPA and CARB curtail the pollution we get from other Countries then and only then will I abide by their laws. This could be done by banning imports from any Country that does not enact and enforce the same pollution laws we have here.
