Any Bimmer Mechanics in Das Haus

I've been hunting around for a cheap used car for an employee. Just stumbled across this (site referred by big2bird). This is really just out of curiousity more than anything. The vehicle (95' M3) looks fairly clean overall, but is NOT in running condition. That could be somehthing minor, or seized engine. I wonder how you could check and if there is anybody here with Bimmer knowledge. If it was a minor issue, this could be a pretty slick ride, for low dollars if you're willing to jump through the court hoops.
