It reminds me of (and may be) a kit car from Eastern Europe (Czech Republic as I recall).

I can't figure it out. It's too hard to tell with the limited picture. I'll work on it though.

Definitely a kit car. No way would someone produce a car with LED tail lights (new) and those smaller rims (old style).
