I can't begin to tell you how worthless this agency is. They cost my company 10s of thousands of dollars each year. Hell, I just sent them a check for ~$15K to renew permits on HEPA air filtration units and vacuums. You would think if they were going to regulate this equipment and require permits, that the would at least inspect them. I have never had one piece of equipment inspected by them. I also will be spending ~$30K this year to replace perfectly good diesel engines that I replaced a few years ago due to CARB regulations.

That little gem of law enacted by appointees (i.e., not elected) is based on a complete fraud (http://www.killcarb.org/tranpage.html). Hopefully it will be defeated as completely unnecessary and you can sue the Fing state for the money they stole from you.
